The Blanket Purchase Agreement or BPA is a simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts” with qualified sources of supply. A BPA is a written document of understanding between two parties. These agreements are designed to lower administrative costs in accomplishing small purchase by removing the need for issuing individual purchase, invoice and payment documents.
