Lungren said he thought he wouldn’t be able to state his cause for being Republican leader because of what he termed as “arcane” rules by the Republican Party in the House. Party rules don’t allow either leadership candidate to speak on his or her own behalf. Instead, someone must make a nominating speech for you, and two others are allowed to give seconding speeches, Lungren said. Then the Republican House members vote their choice. But Lungren asked Boehner to suspend the rules and allow for a free-flowing debate. Boehner initially objected, saying the rules didn’t allow it, but he apparently changed his mind late Monday afternoon, according to Lungren. “He and I will send a joint letter to our colleagues to what I call a candidates’ forum,” Lungren said.
