“Site” is a generic term referring to the awardee as a whole. Sites are meant to be collaborative and not restricted to the single location of the entity receiving the award. Participants in the research program conducted under an award are not restricted to the employees of the organization that is the actual recipient. Furthermore, sub-awards and subcontracts are possible within the program.
