Upstate NY is over 90 degrees throughout the summer, and routinely gets to 100 in July somewhere on the St Lawrence. This is despite absolutely bone-chilling weather in Jan + Feb, and sweatshirt weather most years from Sept-May. If you mean mountain peaks, there is Mount Marcy in NY, and I think July is typically the only snow-free month up there. All Rocky Mountain states north of New Mexico as well as N. California, Oregon and Washington have white-capped mountains that do not completely melt every year. Northern Alaska has sea-level permafrost regions which are rapidly becoming warmer tundra zones if that has not happened already. Hawaii even gets snow in its mountains. Maybe in July. It matters less what time of the year there I think, because it’s the tropics and Kilhua is such a high mountain it still gets a little snow. Minnesota does not snow in the summer. I lived there one of those summers in the latter 90’s and now I’m in Florida, and I swear Florida ain’t even hot compared
