A Vouch is when you state that you stand behind this person’s expertise in this specific area.  It definitely is not a "like".  You may not be friends with the person but from your perspective through services provided by the person, in-depth conversations, or written materials the person has proven to you that they know their stuff in a specific area of expertise.  Vouching is just stating that.
