What is an Office of Personnel Management Interchange Agreement?
An Interchange Agreement is an agreement between the Office of Personnel Management and another agency (in the excepted service) which prescribes conditions under which employees may be moved from one system to another. Some of these agreements may be indefinite and some are not; some only apply to employees occupying certain positions. This list is subject to change.
