An UNFILLED lottery club does not have enough member entries to begin purchasing tickets and playing the lottery drawings. The club is basically waiting for more members. Once the member entry limit is reached, the club will become ACTIVE and the club will begin play. A member can remove entries ONLY when the club is UNFILLED. Once the club becomes ACTIVE, a member cannot remove their entries.
