Authoritarian is favoring complete authority without having any freedoms. An example would be parenting with complete authority where the parent has complete control over the kids and gives no freedoms or liberties to the kids. An authoritarian government would be similar in that the government would have complete control and the public would have no rights to disagree with the governments decisions.
