Since November 2007, CDC has allowed borrowing of VFC vaccine to be administered to non-VFC eligible patients in limited circumstances due to an unexpected lack of private stock vaccine. Providers who borrowed VFC vaccine were required to submit a standardized form to the immunization program detailing the borrowing situation and when the borrowed vaccine was replaced. The immunization program report the incidence of borrowing in the VFC Management Survey. The borrowing report did not require that providers document situations when it was necessary to borrow from private stock due to a lack of VFC vaccine. Many grantees felt that it was important to monitor trends when private stock vaccine was borrowed due to a lack of VFC stock vaccine. Additionally, providers reported that the submission of the reports were time consuming.
