To place a new interchange at Route 690 and Bypass 7 requires an Interchange Justification Report (IJR). Voters in Loudoun County approved funding in November 2006 in the amount of $500,000 to undertake the necessary analysis to prepare the IJR to present to both the Federal and State governments. Both the State and Federal governments must review the IJR to make a determination if they would permit an interchange in this location. The County Board of Supervisors has put all work in developing the IJR on hold.
