What is meant by “responding to all eight requirements” under Absolute Priority 1, and what is considered the optimal way for applicants to respond to these requirements?

All applicants need to address all eight elements outlined under Absolute Priority 1 in order to be eligible for peer review. However, an applicant is still eligible to apply for the EMHE grant even though progress may have already been made towards addressing one or more of the elements under Absolute Priority 1. If some or all of these areas have been addressed, the application should include statements on the institution’s commitment to reviewing these areas as part of their grant activities and to commit to updating them as necessary and needed throughout the grant period. The selection criteria found on pages 33 to 35 of the application package, include italicized notes that essentially weave these eight elements into each criterion, and suggest where reviewers might expect to find this information in the application package.
