It is the minimum time period for which call is charged. It is only for outgoing calls. For example if the pulse rate is 20 seconds and call charge is Re. 1 per pulse then it means that every 20 seconds Re. 1 will be charged i.e. for one minute call (60 seconds) 20*3=Rs.3/- shall be charged. For international, Air time will be added.
