Enabling "social commenting" on your site just means you’re giving a way for people to interact on your site, whether it be through Facebook, Twitter, or any other "share" buttons aside from regular blog commenting.  Participating in "social commenting"  just means to interact on the sites of others in the same way.

Social commenting is concept of posting comments on a website with your social IDs such as Facebook, Google, Twitter, Yahoo, etc. This eliminate spaming bots and shows users’ online identity beside the posted comment. This feature can be either developed or can be deployed through cloud services like LoginRadius. There is also Facebook commenting which allows posting comments via user’s Facebook ID only.
