Supervised visitation requires that a third party be there during a parent's time with his or her children. The idea is to provide for safe contact. In some situations, the presence of a third party is required only at the time the child is transferred from one parent to another. The public policy of the State of California is to protect the best interests of children whose parents have a custody or visitation matter within the family courts. Sometimes, based on issues of protection and safety, a judge will decide that in order for a child to have contact with a parent, a neutral third person must be present during any visitation. This type of third-person visitation arrangement is often called "supervised visitation". Supervised visitation programs have been established throughout the United States to help children victims of, or witness to, chronic domestic violence. Such centers provide a safe and neutral place for children to visit with a non-custodial parent during monitored exchanges or during court-ordered supervised visitations. First initiated by Safechild, Iinteract, and Wake County District Court, 12 organizations were drawn together to plan and establish a supervised visitation program for children in Wake County. In January 2001, Triangle Family Services was chosen as the lead agency to implement this program, and Time Together was finally opened in November 2002.
