Of course it’s possible. The average I would probably say is around a 5-5.3 40 yard dash for your “age group”. As far as reaching this goal, you would have to do sprint resistance drills. You can progress through the use of resistance with a partner. Join the track team this off season. If you want to get faster, you must show dedication and be motivated. The importance of being a MLB though is not all about speed, but being able to read the offense, cover on pass plays, and defend againts the run which gaps you are covering. You MUST be good at tackleing no matter what. I hope your size is descent as well. Good Luck.
