Fencing can be learned as early as the age of 7, and it is never too late to start learning. Fencing is a lifetime sport and there are competitions for every age group, including Veterans (40+, 50+ and 60+). There is a certain amount of strength and control required to wield a sabre effectively. If you have a young person or are one, some instructors will do simple tests to see if you have the required strength. The other concern is that there are few people the same age when younger person starts to learn the sport. It can be very difficult for them when training and competing against older people. The other side of the coin is that since it takes a very long time to get to the Olympic level, the younger you start the better.
