The answer depends a lot on how you define “best.” For low level characters, if the goal is to make money, then two gathering skills (mining, skinning, herbalism) is the way to go. Skinning is the easiest to gather, but typically sells for the least. Herbalism can sell well, but typically not until mid levels. Herbs are relatively abundant however, so it skills up pretty quick. Mining is the slowest to skill up, but tends to be the most consistently profitable across levels. You will not save money by being a leatherworker/tailor and making your own armor. The money you could have made selling the materials will far outweigh the value of the finished item. At later levels, tailoring becomes powerful as some of the crafted epic pieces are on par with Tier 4 raid armor. The ability to make bags can also be useful/profitable.
