Pest control operators (aka as exterminators) are individuals licensed to handle bugs and various poisons. A nuisance trapper (aka Nuisance Wildlife Control Operator or Problem Animal Controller) is a person licensed to control wildlife. Most states, including Massachusetts and Connecticut, only allow the poisoning of wildlife under very strict and rare circumstances. Trapping is, therefore, the alternative method. Trapping is also the preferred method because it is the most effective. Another difference between PCO's and NWCO's is that NWCO's are licensed by the division of Fisheries and Wildlife. PCO's are to be licensed under the dept. of Food and Agriculture.  more
