As you know, in our products you can select constant (fixed) bit rate to control the amount of the video stream data per second. If you select fixed quality, the amount of video stream data would be floating depending on the motion in the video. (From 1Kbps~300Mbps) Fixed quality uses a higher bit rate during fast motion scenes and a lower bit rate during slow motion scenes. Constant (fixed) bit rate means a constant bit rate must be used. The available bandwidth is fixed, like videoconferencing delivered on channels with fixed bandwidth. So you may lose some images during fast motion scenes.
