A 26: For Key Stage 2 there is no difference. Both allocations can be used for students who entered the Key Stage below expectations or for students who are not on track to make two levels progress. For Key Stage 3 the ‘making a difference’ allocation must be used for students in Year 7 or Year 8 who enter the Key Stage below expectations or who are not on track to make two levels progress. The Universal allocation can be used for students in Year 7, 8 and 9 who entered the Key Stage below national expectations or who are not on track to make two levels progress.
