cologne is for men and women….the difference is that perfume is parfum the undistilled version of the scent….cologne is a less concentrated form of the same thing….In strength it goes like this….eau de parfum (perfume), eau de cologne, eau de toilette.

Perfume is for women, cologne is for men. They are equally effective as long as you’re a man trying to smell like a man or a woman trying to smell like a woman. But hey, if you want to smell like the opposite sex, that’s your perogative. Also, cheaper brands are less “effective”. In other words I’m assuming you wear a scent to attract the opposite sex or at least smell good. If you wear some Wal-mart brand cologne or perfume it’s going to be quite the contrary.
