A Remanufactured cartridge has simply been broken down, and all internal parts replaced. Then reassembled and filled with toner/ink for sale once again. With this practice, the quality of the cartridge is as excellent, if not better than OEM cartridges. A refilled cartridge is ONLY refilled with toner or ink. The internal parts never get replaced. Because of this method, the quality of the cartridge suffers.
