Even dedicated responsible breeders will occasionally get larger or smaller pups depending on the lines, as all poms used to at one time be 30 lbs. Some breeders will use those terms as a sales gimmick, just to make a profit, or some just to better clarify size differences. Not all pups will be to the standard for the breed in conformation or size, but a good breeder tries to stay within the standard and doesn’t breed for pet only quality pups.
