The Help Program is a lease-to-own program. In a lease-to-own (also known as “rent-to-own” or “lease purchase”) you lease a home and have the choice to buy it at any time during your lease period. Although we technically “own” the property at first, we are bound by our agreement to sell the home to you at a price that you agree to at the beginning.

HELP (Help ELiminate Probation) is designed to aid the probationary students through the semester in order for the student to return to good standing by the end of the semester and to avoid being placed on suspension. Depending on the severity of the probationary status of the student, an individualized program will be created for the needs of that student.

The HELP Program currently operates exclusively during peak commuter hours during the regular work week. The service patrols are provided by dedicated NYSDOT staff or through contracts with private vendors, and the road service is provided to the public for free. HELP staff/drivers can change a flat, provide a gallon of gas, provide other necessary fluids, provide jump starts and effect minor repairs to disabled motorists, getting motorists on their way in a fraction of the time it would take to dispatch a tow truck.

Customer surveys indicate that this goal is maintained consistently for 80% of all H.E.L.P. stops. This goal is balanced with the need to operate the Program efficiently, without over-saturation of patrols along the highway system.
