What is the Kyoto Accord/Protocol?
The legislation required that the money must be spent in the same year it was received. Fundamentally, it rewards those who plant, renew, restore, or retain forests. On the Carbon Dioxide production penalty side: The Kyoto Agreement penalizes industries, such a Cement-making, by applying a “tax” on the amount of Carbon Dioxide they produce. Surprisingly, Cement-making contributes a huge 7% to the world problem, as the active ingredient in Cement is Calcium Carbonate, which creates Carbon Dioxide. Because our Atmosphere is a global entity, the expectation was that penalized industries would benefit from planting trees, called an “offset”.
