I congratulate the honourable member for Port Stephens on bringing this matter to my attention because his electorate has had its fair share of under-age drinking, especially around the Country Club Hotel at Shoal Bay, which is quite disturbing. I am concerned about the actions of some adults who buy liquor for minors—the illegal activity known as secondary purchase—and, more sinister than that, secondary service, that is to say, serving alcohol to juveniles at parties and the like. Increased policing of licensed premises and the vigilance of liquor licensees, club managers and their staff in keeping under-age drinkers off their premises—the result of responsible service of alcohol and harm minimisation—have led to under-age drinkers resorting to this activity as a means of obtaining alcohol.
