The neutral wire is a feature of three phase systems. The output from the local transformer which is connected in star wiring is three live phases plus the neutral connected to the star centre point. The neutral is connected to earth at the transformer through a neutral earth resistor (NER). The NER allows some faults to be detected to allow the system to be shut down in the event of these faults. When this output is distributed to single phase users they are connected to one of the output lives and the neutral. It is usual to supply each property from a different phase from its neighbours, every third property being on phase 1, adjacent third of the properties on phase 2 and the remaining third of the properties being on phase 3 to aim for a balanced load on the three phases.
