Pre-construction report of Brian Cox one of the pioneers in the construction services has given the purpose or reason .Pre-construction report consists of all the steps to reduce bureaucracy and provision to maintain health and safety standard during the overall construction work.

The report also consists of pre-construction information ie information that has to be given to the design team.It serves mainly two purpose:

1)During development providing focus on healthy and safety considerations.

2)Plays vital role in tender documentation.

The Canada Line Project received environmental certification in June 2005. Condition 7 of the certificate for the Canada Line Project, require that CLCO, as the Project Proponent, submit a report on the status of compliance with the Conditions of the Certificate, and Final Commitments, one month prior to the start of construction of the project. This Pre-Construction Report was submitted to the BC Environmental Assessment Office (BCEAO) on August 26, 2005.
