What is the process to transfer the Post 9/11 GI Bill to a dependent?
In order to transfer benefits to a dependant the following steps must be taken; The service member must go to the DoD transferability application website to determine if their dependent(s) are eligible to receive the transferred benefits. This website is only available to military members. DoD transferability application website Upon approval, the dependent may apply to use transferred benefits with VA by going to the VONAPP website and filling out the 22-1990e. Once the online form is filled out and submitted, you will need to print a copy and send it to us so we will have it on file. To verify you have successfully submitted your form, a confirmation number will appear on the bottom of each page of the form you print out to send us. The VA Form 22-1990e should only be completed and submitted to Liberty by the dependent after the DoD has approved the request for Transfer of Education Benefits on the DoD website.
