The proposed climate change legislation is often referred to as the American Clean Energy and Security Act, CO2 tax, cap-and-trade or Waxman-Markey. The legislation is an attempt by the Obama Administration and U.S. Congress to control emissions such as carbon dioxide (CO2) through a Cap-and-Trade program. The House version of the bill, H.R. 2454, passed the U.S. House on June 26, 2009, and is under consideration by the U.S. Senate.
