Annex 14, chapter 2 defines key quality requirements which are also clearly related to Annex 15 requirements. Originators obviously will have to meet those requirements when originating aeronautical information/data. This fact is not new. However, a more practical link between origination and publication is supposed to be enabled through formal arrangements (agreements) specifying how these requirements would be met by the various actors. The NSA would then perform compliance assessment based on those arrangements supported by evidence in specific areas.
