One of the legislature’s mandates by the constitution is to enact all laws that are “necessary and proper.” That is their role. They are the lawmaking organ of the government. They can pass laws regarding national defense by funding an army and navy and declaring war to laws regarding commerce by laying and collecting taxes and coining money.
