Data collection consisted of a telephone interview with caseworkers to obtain information on a national random sample of children and their families who received child welfare services between March 1, 1993 and March 1, 1994 and on cases from the pilot study, which were served over an earlier one year period.1 Data collection consisted of collecting information directly from caseworkers for the purpose of obtaining complete and comparable information about services delivered to children and their families.
