What is the secular Jewish argument in favour of the right of Jewish people to live in the Holy Land?

I can appreciate the argument by religious Jews. It’s quite simple. God ‘gave’ the land of Canaan to the Israelites. End of story! But what of the Jews that are not religious and don’t believe the Bible; Jews that simply honour their kinship and heritage? How do they defend the right of the Jewish people to settle in the Holy Land? A: The area known as Palestine was actually the country of Israel up until I believe it was the 2nd or 3rd century AD when a Roman Ruler had the country removed from all Maps and renamed Palestine. He scattered the Jews or Israelites over the remainder of the Roman Empire out of fear they would start an uprising. The situation remained mainly unchanged until the early to mid 20th century when the modern country of Israel was reestablished.
