Such a good game. I still play it from time to time, especially after I managed to find pokemon fire red gameshark codes which hel to enjoy the game much more. I am not a huge fan of cheat codes but in this game they are really fun to use. So if you got used to the game and it doesn’t escite you as before, try those out/

The special pikachu is just normal pikachu. You get it by breeding pikachu, with its parents both being pikachu or riachu, holding a light ball. You get a light ball by catching a wild pikachu, and it may or may not hold a light ball. Once bred, the pikachu will learn volt tackle when hatched.
