I think you're probably referring to the 1986 Statue of Liberty Centennial Dollar (which has the words "Ellis Island Gateway to America" on the obverse to the left of the Statue of Liberty). The coin is worth about $13.50, whether it's the Uncirculated coin with a "P" mintmark from the Philadelphia mint or the Proof coin with the "S" mintmark from the San Francisco mint. It is 90% silver with 0.7736 troy oz ASW ("Actual Silver Weight"), meaning that the "melt value" is about $11.00 (as of December 3, 2007).
