As far as NATIONAL capitals go, it's Reykjavik, Iceland (64°08′N 21°56′W). However, Longyearbyen, the capital of Svalbard (which isn't an independent country, but a group of islands owned by Norway), is situated at 78°13′N 15°33′E.  more
