A Nios II license is not required to generate and program systems based on Nios II processors. A system can be operated in OpenCore Plus mode (without a Nios II license), which allows it to run indefinitely if the board is connected via JTAG to a host computer running Quartus II software. The system times out after one hour if the connection is broken.
