What limit if any should be placed on freedom of speech and who should decides?

The only limit on freedom of speech should be if it causes actual harm. The classic example is yelling “fire” in a crowded theater. Harm does not include hurt feelings.

As far as I know my freedom of speech is censored only by the common sense that tells me that anything offensive to others is out of place. There is a time to talk, and there is a time for silence. But, the most important thing is, that there is never a time to offend, hurt or antagonize others using words as a whip.
