The surface must be free of dirt, grease, mildew and other surface contaminants which will cause poor adhesion. If you are repainting, a surface cleaning with a powdered soap and water solution followed by a clear water rinse is effective. It is always a good idea to sand the area to be painted and remove any dust residue.
