What prevents any company that now sells MPEG-2 equipment from licensing AVC, developing compatible encoder products and simply declaring that they are a player in the market?

It will be a number of years before it is easy to implement an off-the-shelf AVC encoding solution for broadcast-quality video. The technology simply is not available yet and the market sizing for professional products is small compared to the decoder market, hence there is limited motivation from the silicon suppliers to supply easy-to-apply encoding solutions.
