The decision-making process begins with the student’s IEP or 504 Plan. • Check student’s IEP: If the student’s IEP Team has determined that a student can participate in the Oregon Statewide Assessment, then the student should be included either with or without accommodation in NAEP. • Check the NAEP Guidelines for inclusion: • SD (students with disabilities): include the student • Unless IEP or 504 Plan says student is incapable of meaningful participation OR • Cognitive functioning is severely impaired OR • Student requires an accommodation based on the IEP or 504 Plan that is not permitted by NAEP • LEP (limited English proficient): include the student • With accommodation unless student has received English instruction for less than 3 years AND • Cannot demonstrate knowledge even with accommodation permitted by NAEP • Complete the NAEP SD and/or LEP Questionnaire. • Check the list of NAEP accommodations to see if NAEP offers the same accommodations as the Oregon Statewide Assessment
