Complaint parties have the burden of proof to show that a violation took place. It is expected that complaint parties will actively participate in any meetings or hearings scheduled. Both the complainant(s) and the respondent(s) are provided with substantial information and notices regarding their opportunity to present evidence in support of their assertions.
