The error means that the software has a Certificate Authority that the computer did not trust or possibly that it was not signed at all. Software files can be digitally signed so that the publisher can be verified if signed by a certificate issued by a trusted CA. If not signed by a trusted publisher the application is much more likely to be malicious but certainly not always. It’s really up to you to decided, but good anti virus software or antispyware programs will block a malicious program from installing. Also some anti virus programs like Norton can scan a program before installing. It will warn you if it detects something malicious within it. However, sometimes if the malicious program is packed it may not pick it up on the scan until it is unpacked. If that should happen don’t install.
