This year, legislatures in Illinois, Kansas and Minnesota passed laws that will create do-not-call lists, a decision that has become frequent around the country in recent years. About half of the U.S. states have decided to develop registries that aim to curtail the number of unwanted telemarketing calls being received by people in their homes. The state-run programs allow individuals to place their names on a do-not-call list; telemarketers must comply with the registry to avoid fines or other penalties. Prior to this year, two other Midwestern states, Indiana and Wisconsin, had passed legislation to establish no-call registries. The Federal Trade Commission and the Federal Communications Commission have proposed creating a national do-not-call list for telemarketers to follow.
