The term “engineering projects” sounds bigger than the task set out by the standards. As far as having them be unique to each grade level, the task that would address the standards for a lower grade would clearly not address the depth of the standards for higher grades. District teachers will be encouraged to come to professional agreements as to what projects / tasks are reserved for certain grades. This is similar to the professional agreements in Language Arts regarding what books are read at grade level. Imagine how heated the discussion was around which level gets to teach “To Kill a Mockingbird.” See the K-12 Literature Working Agreement & FAQ link on this page: https://www.beavton.k12.or.us/portal/teaching-and-learning/instruction/language-arts/ms-language-arts-literacy/ There will NOT be someone from central office to mediate disputes if a particular teacher violates the professional agreement and teaches a particular unit in an earlier grade than in the agreement.
