What travel documents are needed for a cruise to Bahamas?

I found my answer through the State Dept. and Carnival Cruise Line. A U.S. passport for travel to the Bahamas and back by sea will not be required until June, 2009. Since our cruise is in August, 2008, the documents my granddaughter will need are an official birth certificate and a notorized letter from her parents advising that I have full authority over her while on the cruise and able to act on her behalf during that period. Only on children over age 16 is a picture id required. Since my granddaughter is only 6 years old, no picture id is needed.
