The answer is not that easy to give, but let’s try to approach a correct answer. During the Yalta Conference in Feb 1945, the Allied Forces (USA, Russia and the UK) decides that Germany would be divided in three zones. Winston Churchill supported a 4 zone division (the fourth zone going to France) and so it was decided on the end of the conference. Untill 1949 the german territory was ruled by a common Allied Council that decided on what was to be. The first obstacle they met was to define the word democracy, as they all wanted that Germany should become a democracy! Of course the conceptions of democracy were far apart between Russia and the other Allied counterparts, and an agreement could never be reached. The Yalta Conference had also ended on a splitting of influential areas in Germany, and a sort of inner border between the three Western sectors and the Russian sectors, Berlin beeing split in 4 sectors within the Russian sector itself.
