Perennial ryegrass typically germinates the fastest. However, it’s only suited for year round use in climates similar to the northern US. It can be used as a winter overseeding grass in the south. It does require full sun so if the area you’re seeding is shaded you’ll most likely need to use a fescue (assuming you live in the north). If you do live in the northern US, I would suggest using using either a Kentucky bluegrass/pernnial ryegrass blend if the area gets a decent amount of sunlight or a turf type tall fescue which can handle a little more shade but still does well in full sun and is more drought tolerant.
