The NYS Departments of Motor Vehicles and Environmental Conservation administer three I/M programs within the state: the New York Vehicle Inspection Program (NYVIP), the New York Transient Emission Short Test (NYTEST), and the Heavy Duty Diesel Program. See the related “I/M Information Sheet” for more details. The New York City Taxi and Limousine Commission also administers an I/M program for medallion taxi cabs subject to New York City regulation.
